Michigan Senate Bill 18 aims to protect the financial interests and benefits of children in foster care. This bill requires the state to screen foster children for eligibility for state and federal benefits within 90 days of entering care and annually thereafter. It mandates applying for eligible benefits not already received, in consultation with parents or guardians ad litem. Crucially, the bill prohibits using foster children's earnings, assets or benefit payments for reimbursing the cost of their care, except for covering special needs services with proper consultation. It ensures children's funds are conserved for their future needs through representative payee provisions, financial literacy training, and transfers of assets upon leaving care. Overall, this legislation safeguards vulnerable foster youths' financial resources and prioritizes their long-term well-being over immediate costs to the state. For these reasons, I strongly support the passage of SB 18 to uphold the rights and interests of children in Michigan's foster system.
